Weusedavarietyofoptoelectronictechniquessuchasbroad-bandfstransientfrom0.2-2.7eV;cwphotomodulationspectroscopiessuchasexcitationspectrumandopticallydetectedmagneticresonance;electroabsorption(EA);andshort-circuitphotocurrentexcitationspectrumtobulkheterojunctionsorganicsolarcellsforstudyingthephotophysicsin-conjugatedpolymer/fullereneblendswithbelow-gapexcitation.Incontrasttothetraditionalview,wefoundthatbelow-gapexcitation,whichisincapableofgeneratingintrachainexcitons,neverthelessefficientlygeneratespolaronsonthepolymerchainsandfullerenemolecules1.Thepolaronactionspectrumextendsdeepinsidethegapasaresultofachargetransfercomplex(CTC)statethatisformedbetweenthepolymerchainandfullerenemolecule,whichlies~0.4eV(0.6eV)belowthefullerene(polymer)lowestexcitonlevel.
